The European Working Conference in Oslo (6.2.-7.2.2006): European Activities of the UNIP Network are taking shape
The European working conference of the UNIP network that was organised in Oslo/Lilleström on 6.2.-7.2.2006 in collaboration with the Akershus University College (HIAK) and the UNESCO-UNEVOC Centre opened a new page in the regional activities of the UNIP network in Europe. After two days’ intensive discussions on the keynote speeches, workshop inputs and on the basis of the summarising panel discussion the participants took the following decisions in the concluding session: | |
European section established
The European Section of the UNIP network (UNIP-Europe) was established and a Regional Board was elected. The composition of the board is the following:

Action plan
The Action Plan of UNIP-Europe for the year 2006 was accepted. The Action Plan outlines three key activities (Conceptual mapping, Policy Monitoring and support for European Cooperation). As a special area of activity the Action Plan outlines exchanges on the role of TVET professionals in (international) developmental cooperation projects and in the measures that promote intercultural understanding. Regarding the planning of future European events the Action Plan emphasised the role of VETNET and ATEE as umbrella communities for TVET researchers and for teacher educators. The Regional Board was given the task to develop working relations and patterns of co-participation in the main conferences. Oslo Memorandum
The main conclusions were summarised by the Oslo Memorandum that was approved at the end of concluding session. The Oslo Memorandum drew attention to the international framework of the Hangzhou meeting (2004) and to the importance of Masters Programmes in promoting professionalisation of TVET professionals throughout the world. Regarding the European prospects, the Memorandum acknowledges the current cultural diversity but points to bridging cooperation models that make it possible to use the Hangzhou framework as common reference. Regarding the preconditions for future European cooperation the Memorandum draws attention on the necessity to give TVET research an explicit recognition in the 7th Framework Programme of research and via joint European Graduate Schools. In addition the Memorandum emphasised the necessity to give a more pronounced role for the involvement of TVET-related expertise in national and regional innovation programmes (e.g. on “Learning regions”) and on the improvement of trans-national cooperation of such programmes at the European level. |
