European working conference on the international Masters Framework for TVET teachers

Introduction
The international UNIP network and the Akershus University College (Högskolen i Akershus- HIAK), in cooperation with the unevoc.unesco.org>UNESCO UNEVOC International Centre for Technical and Vocational Education and Training are organising a joint European working conference on 6.2. - 7.2. 2006 at the HIAK, in Lilleström, near Oslo Airport.
The general aims of the conference are to
- promote professionalisation and innovations in teacher education for technical and vocational education and training (TVET) and to give the respective efforts a new visibility,
- develop Masters level curricula in accordance to the international Masters Framework for TVET teachers (approved in the international Hangzhou meeting November 2004) and to
- promote the capability of TVET teacher education to promote TVET-related research activities and knowledge utilisation by practitioners and stakeholders.

Background information
The international conference in Hangzhou (November 2004) was an important milestone in promoting world-wide cooperation on innovations and professionalisation in TVET teacher education. The international Masters Framework for TVET teachers (MF-TT) was the main result of the conference. It was discussed and revised thoroughly in one of the working groups and then confirmed in the concluding session. The framework outlined guidelines for shaping Masters Programmes for TVET teachers on the basis of twelve selected ‘vocational disciplines’ and related studies in vocational pedagogy.
The international UNIP-network was founded at the conference to support the implementation of the Masters Framework in different global regions. The UNIP network aims to set up a professional community for promoting innovations and research capabilities in TVET teacher education. The responsibility for the coordination of the UNIP network was given to the German research institute ITB (Institut Technik & Bildung) of the University of Bremen.
The UNESCO-UNEVOC Centre was the main organiser of the Hangzhou conference and has published the report of the conference in 2005. The UNESCO-UNEVOC Centre (placed in Bonn) supports the work the UNIP network and participates in the main activities.
The host organisation of the working conference in Norway, Akershus University College (Högskolen i Akershus - HIAK) is the leading Norwegian centre for the education of TVET teachers. HIAK has transformed its prior TVET teacher education programmes into the Bachelor-Master structure and is implementing the Masters level programme in accordance to the Bologna process. HIAK has launched a TVET-related research programme and has established related strategic partnerships with domestic and foreign universities and research institutes. | |
Conference design and objectives
The conference design is based on the two plenary sessions and on work in parallel workshops.
The work in the first plenary session is based on three keynote speeches.
- The keynote speech prepared by the UNIP network presents the background developments that led of the international Masters Framework for TVET teachers (MF-TT), analyses the main characteristics of the framework and discusses the perspectives for implementation in Europe. Special attention is given on the impact of the Bologna process.
- The keynote speech prepared by the UNESCO-UNEVOC Centre discusses the theme promoting professionalisation and innovations in TVET teacher education in global context. Special attention is given on the developments in other global regions in which the UNESCO-UNEVOC Centre is closely monitoring the development of TVET and TVET teacher education.
- The keynote speech prepared by the Akershus University College (HIAK) provides insights into the recent developmental processes in the host organisation. Special attention is given on conceptual changes and new working concepts that are related to the transition from a separate teacher education college to the Bachelor-Master framework that is implemented at HIAK.
During the first day the work in parallel workshops that focus on two fundamental issues related to the international Masters Framework (vocational disciplines and the role of TVET research as support for TVET teacher education).
Workshop A: Vocational disciplines as core structures for the MF-TT framework
This workshop session discusses the key areas of expertise that constitute ‘vocational disciplines’:
- Systematic knowledge on occupational work processes in a vocational area of specialisation,
- Analysis on changes in work organisations and in occupational work processes,
- Analysis on technological changes in work process and in the context of learning,
- Analysis and shaping of education, training and learning processes in the respective vocational area of specialisation.
The workshop is supported by an overarching input paper and by exemplary presentations that provide insights into specific sectoral cases. The objective of this session is to reach a common understanding on the main characteristics and quality criteria related to vocational disciplines.
Workshop B: Shaping common TVET-related research frameworks as a support for the development of TVET teacher education
This workshop session discusses (on the basis of an input paper) the role of TVET research in promoting TVET teacher education from the following perspectives:
- from the perspective of vocational disciplines and from related areas of expertise,
- from the perspective of vocational pedagogy and cross-cutting developments in vocational teaching, training and learning processes,
- from the perspective of interdisciplinary research that focuses on the societal boundary conditions for developing TVET provisions and vocational learning.
The objective of this session is to create a common framework for analysing the current stand of TVET research and its capability to support the development of TVET teacher education (see the related input paper).
The results of the workshops are discussed jointly in a brief reporting session that begins the work of the second conference day. During the second day the parallel workshops focus on different tasks
Workshop C discusses the organisational consolidation and future activities of the UNIP-Europe initiative group. Separate proposals will be prepared for the Organisational concept, the Work programme 2006, and for the election of a regional board. These proposals will be presented for joint decision-making in the concluding session
Workshop D provides a specific opportunity to discussing plans for new projects to be proposed for the European programmes Erasmus (Higher Education, joint curriculum development) and Leonardo da Vinci (cooperation in TVET, contribution of teachers and trainers to the development of work-related learning). These discussions will also be reported in the concluding session.
The work in the concluding session starts with a panel discussion on the theme “Europeanisation, networking and accreditation of Masters Programmes in TVET – Challenges, possibilities and working perspectives”. This discussion has the task to analyse the boundary conditions for the forthcoming activities of the “UNIP-Europe” in the light of current European policies in the field of Higher Education (the implementation of the Bologna process) and in the field of TVET (the implementation of the Copenhagen process).
The main part of the concluding session is dedicated for a final discussion on the proposals prepared in the workshop C and for joint decisions on the consolidation of the UNIP-Europe and of the future activities.
This session is expected to find answers to the following issues:
- How to organise the work a European initiative group as a regional section of the international UNIP network?
- What will be the key activities and the main undertakings in the year 2006?
- Who shall take responsibility of implementing these activities as active members of the regional board of the UNIP- Europe?
- When and where shall the next European working conference take place?
